[OMS_MANAGERS] Advice needed

Hi all --

I have a situation here in Sandy that I would love to get some outside
perspectives on.  We have a winery that is located about 1/2 a mile outside
of our downtown that just moved in about 6 months ago.  Their owner really,
really, really wants to participate in our First Friday program, but really
is not even close to the Main Street district.  We can't include her
because a) she's not downtown, and b) even if we said yes, there is no way
we could get people to walk that far, so she would end up being open late
with an empty tasting room.

This business owner, however, simply will not take "no" for an answer.  We
were going to suggest that she partner with one of our Main Street
businesses (and we have a chocolate shop downtown that does wine tastings
for First Friday - a natural fit), but she has specifically stated that she
does not want to go to another business; she wants people to come to her
business.  Also, since our Main Street program is currently funded by the
City of Sandy (our EID failed, so...), she has started using the "I pay the
same taxes as every other business in town, so I deserve to be part of this
program" argument.  The only way I can see this working is if the City
Council changes the boundaries of the Central Commercial District, which as
I'm sure you can imagine isn't going to happen anytime soon.

Does anyone have any suggestions on how I might be able to explain this to
our winery owner in a better way so that she doesn't end up hating us?
