I will share the Chico report with my Board as we are continuing to have issues with the (swelling) homeless population in Downtown Corvallis.  
The Homeless Coalition purchased a nice brick building at the So. edge of Downtown and will soon demolish it to erect a brand new homeless shelter with multiple bedrooms.
