Below is a link to a major building façade upgrade project in downtown La
Grande occurring right now. The total project cost is over $122,000; Urban
Renewal is contributing around $46,000 as a grant. This building is listed
as “non-contributing” in our Historic District. The owner is attempting to
recreate some of the original elements of the upper façade.

The building was built in 1892. Its historic name is the Rogers Building,
and the common name is the Phoenix Building. It was designed by local
architect, Calvin R. Thornton, who is also credited with designing many of
downtown La Grande’s larger early commercial buildings.

The building today houses nine updated residential units on the upper floor
(fully occupied) and five commercial spaces on the ground floor (also fully
occupied), including the Chamber of Commerce Visitors Center. The building
is owned by local realtor John J. Howard, who also has his real estate
office on the ground floor. Howard is serving his second term at the
president of La Grande Main Street Downtown, the 501 C-3 that manages La
Grande’s Main Street program.
