[OMS_MANAGERS] Food Trucks/Transient Vendors

Oregon City is possibly approaching this topic as well. Any survey
information or best practices would be greatly appreciated. Our primary
areas of concern are:
1. Fair fees keeping in mind restaurants pay for permanent locations
2. Loss of on street parking (its a longer battle to allow on private
property due to zoning restrictions)
3. Demonstrating that food carts are a net positive and that brick and
mortar restaurants will actually fair better with a well designed food cart
program.
