[OMS_MANAGERS] Neighborhood Watch Programs

Hello all,

I am looking into starting a Neighborhood Watch/ Block Captain Program in
my historic downtown area. We have had a lot of shenanigans downtown
lately. With the nice weather coming, I fear they are just getting
started.  Does anyone have experience in starting a program like this? Any
advice on what works for you and what doesn't?
