[OMS_MANAGERS] RARE Program - Call for Community Applications

Thanks Titus.  I am half way through filling out the application.  Plus we
have our 29-page RARE Business Plan finished and ready to go now.  We are
working with both the Oregon Community Foundation and the Ford Family
Foundation for funding and are very optimistic about our prospects.
