[OMS_MANAGERS] business sign removal for closed businesses

I don't think content neutrality applies. Every city in the US should have already moved to it or open themselves up to lawsuits after US Supreme Court, 9-0 Reed vs Gilbert Az decision last year.

One way to address it is for cities with business licenses to claim the sign is for unlicensed business and needs to come down.

If the sign is old there may be collectors interesting in buying them even for $1 it is a good deal if the buyer removes them.
