What Dallas can do about the situation will depend on their local Code. Here in Stayton, the Code says:
We have used this provision to require building owners to remove signs for businesses that are no longer in operation. Usually a simple letter is enough to obtain compliance, but occasionally a notice of violation is required.

Thanks Paul. My knowledge of what is possible is slim. We recently went through a sign code update and as far as I know the city's lawyers were pretty clear that business license does not apply as a criteria to sign ownership.

One way to address it is for cities with business licenses to claim the sign is for unlicensed business and needs to come down.
If the sign is old there may be collectors interesting in buying them even for $1 it is a good deal if the buyer removes them.

Dallas Downtown Association
I just had a quick question that I hope you could offer some guidance on. Dallas' downtown has a significant number of signs from old businesses that the previous owners have not yet taken down. I have spoken with Brian Dalton, the mayor, and someone from the city about it, and they say that the business owners have been asked to take the signs down multiple times in some cases, but have not yet. I was wondering if you had any advice on how best to go about this, or if the only way is to for the city to take more punitive measures. Any thoughts would be appreciated! Thanks so much.
