When I was in The Dalles, we had a block captain system that was largely business led. The structure consisted mostly of downtown business owners visiting other downtown businesses outside the block their business was located. At the time, we simply were distributing information about upcoming activities and events and, in retrospect, should have also used the block captains as a way to gather input and information from businesses about their needs, issues, and concerns. Ultimately, the block captain system went away as it was prior to our having a paid staff and the volunteer coordinator (a business owner) got busy with other things. That said, I think if you have an active and committed volunteer and/or some staff capacity that can manage the information going out and information coming in, you’ll be successful.

We are looking at using a block captain system to help get the word out. We think it might work well with some of the more "reclusive" business and property owners. Do you by any chance know of other organizations that have implemented this? Do you have any info on block captain duties and the best way to organize them?
