[OMS_MANAGERS] Experience with Garbage Cans w/ Ashtrays?

Hi all,

 

Garbage cans here in Pendleton are long overdue for a replacement and we're
beginning to look at different styles. As we have a problem with cigarette
butts on the street, we've been thinking about garbage cans with ashtrays
incorporated in to them to encourage responsible cigarette butt disposal.
However, some business owners are concerned that this may attract people who
smoke to loiter in front of their place of business. Does anyone have
experience with this phenomenon?
