Hi Sheri --

Hey, this is a great service you're offering.  I don't know if I have the
bandwidth to do it due to workload, and I wouldn't want to deny another
worthy community by applying for it because Sandy has the resources to do
this ourselves if we wish.

However, if you don't get 5 applicants for this technical assistance,
please let me know.  I would happily take part if you don't get enough
applicants.
