[OMS_MANAGERS] Cables and banners over the road

In Pendleton we've had cables and banners over Main Street for decades.  Those wanting to put banners over Main Street must get the permission of the building owners on each side where the cables are attached and then must obtain a city permit. The permit specifies size requirements, distance to the street, etc. I am attaching the permit application.  The banners are used primarily by non-profits...the symphony, farmers market, Round-Up, Main Street Cowboys, etc. and there are three or four cables over Main Street that they use regularly.  During the Round-Up the Round-Up Association strings banners over other streets including some that are state highways.  The city also strings Christmas lights over those state highways.  Shouldn't be an issue.

We are NOT over an ODOT road- however I do know the City of Lake  Oswego has a banner system over Highway 43.

Hi Steve ? I?ve attached our information for banner, but they are on poles not across streets.

Was this by any chance a road that is under ODOT jurisdiction? We?d like to do some above street signage but city is saying ODOT won?t allow it. I?d just like to go in prepared ?

The Tigard Downtown alliance has recently added an overhead cabling system  to welcome visitors and advertise downtown events. I am writing today to see if any programs in our network have any design standards in reference to the following:

Weight (or style) of fabric-

Width, depth, length ?

Wind cut outs (size and number) ?

Any other pertinent information to share we should consider?

Hi Steve,

That looks nice. I?m interested in this as well for Downtown Albany.  I think our Design asked about an over street banner at some point as well.

In 2005, we asked to string catenary lights over 1st Ave. back when they did the first phase of the Streetscape and ran into an ODOT  /  postal truck issue. We now have catenary lights over 2nd & 3rd Avenues as part of the 2017-18 Streetscape.

Elsewhere in Albany there is a banner on a cable across Pacific Blvd which is technically Hwy 99. It?s been there 20+ years that I?ve lived in town. It has a cable at the top of two poles and has to be changed out by the City with a bucket truck. I can check on the banner specs.

Estacada has a nice set up. They shared it when we toured there as part of the  Oregon Main Street Conference last fall.
