[OMS_MANAGERS] Marijuana Legalization

It is economically irresponsible for a City to ban the sale or production
of cannabis, because of the local tax benefits it can provide. Throwing
away beneficial tax money for a moral stance is soooo 2014.
Whether that's enough for your board to take a position is up to you.
It matters less IF you have a cannabis shop, and more about WHICH one you
have. There are generally two types:
- Those that treat their store like a retail shop - beautiful displays,
quality signage, building improvements, active community involvement, etc.
- Those that treat it like it's still an illicit substance - barbed
wire, dilapidated buildings in poorly lit areas, black windows, tacky neon
signs, etc.
Personally, I don't think they make great ground floor businesses in
downtowns, but can be great cute second floor walk ups. McMinnville
currently prohibits them in downtown, which I'm in favor of because it
prevents them from being able to suck up valuable real estate. In districts
with higher vacancy rates, this may not be an issue.
