The rule assures safety to pedestrians and is based on ADA standards. It is very difficult to see or be seen from a wheel chair! This is one of the reasons for the"bumpouts" also.

Sarah's email caused me to say 'What!!??" and sent me to statutes where I found:

811.550 Places where stopping, standing and parking prohibited. This section establishes places where stopping, standing and parking a vehicle are prohibited for purposes of the penalties under ORS 811.555. Except as provided under an exemption in ORS 811.560, a person is in violation of ORS 811.555 if a person parks, stops or leaves standing a vehicle in any of the following places:

      (17) Within 20 feet of a crosswalk at an intersection. Exemptions under ORS 811.560 (2) and (4) to (7) are applicable to this subsection.

Here in downtown Stayton, the designated on-street parking spaces appear to be about 15 feet from the crosswalks at intersections.

Subject: [OMS_MANAGERS] Parking/Crosswalk Statute

Hello Friends and Colleagues,

The City of Astoria has been made aware of an Oregon State statute requiring that there are ZERO parking spaces within 20 feet of a crosswalk. Astoria is not currently in compliance with this statute, nor is any other municipality that we can find.

Coming into compliance would cost us about 10% of our downtown parking, as well as $80-$100k to restripe etc.

What we want to know is:
Does your city follow this ordinance?
Would you rather come into compliance or have the statute removed from the books?
Anything else you'd like to add?

We've waited several months before sending this out to the list, as we did not want to be responsible for serving notice to communities about this faulty statute. For ADHDA, we've taken that stance that we'd like to remove the statute over compliance. However, the City has asked me to reach out to my colleagues about this situation, and here I am.

Your feedback is much appreciated,
