Ours is an extremely collaborative process:

The EID and Chamber share the cost of the pole purchase and maintenance.

The City, EID, and Chamber share the cost of the baskets.  We purchase them from a vendor who specializes in commercial baskets.

The City coordinates with the vendor to get the baskets up then makes certain that the watering infrastructure is in place and works.

Most of the baskets are connected to the water system of the closest business and those businesses pay for the water usage (we check with the businesses each year to confirm they want to continue to have baskets).  There are a few baskets that are in very visible locations without businesses close, so the City pays for the water to those baskets.

At the end of the season the City coordinates with the vendor to have the baskets removed and makes certain the watering infrastructure is weatherized and ready for winter.
