[OMS_MANAGERS] Help needed with Facade Improvement Grant Programs/Ideas

Hi Alysia --

Allow me to give a shout out to Beaverton Economic Development....we
modeled our new Tenant Improvement grant program after theirs, and it is
rapidly becoming a success as well.

If restaurants are an issue in Lebanon, check out that program.  It's a
good one.  :)
