Hi Alysia,
Pendleton has a façade restoration program for building exteriors in our urban renewal district that's limited to the downtown portion of the district. Since 2005 the program has provided approximately $1.5 million in grants to 37 building owners for 41 projects. The result has been a much improved appearance for downtown, with many buildings restored to their historical appearance or otherwise improved. The program hit a peak eight years ago, declined to practically no applications then has picked up in the past two years as we have pushed to have the holdouts participate.
The grant covers up to 40% of the project cost. One that is just wrapping up now, with new windows being installed as a last step, had a project cost of $315,492, for which we provided $126,167. That grant's a bit on the high side because not only did she remove stucco that completely covered the historic brick façade but she also installed new windows on three sides of the building. (It shares the fourth wall with another building.) There was also a lot of brick repair/replacement required.
Another applicant, just approved, will use walnut shells to remove his painted façade to reveal the bricks, then reconstruct his shop windows to restore their history, reveal his transom windows and add awnings and new signage. His initial cost, just for the paint removal, is $15,575, of which we will cover 40%. Next he'll have the bricks analyzed and no doubt engage in repointing, then proceed with the shop windows, etc. The committee will review and approve each stage as a separate phase of one project. For each phase he is required to submit at least two bids from Oregon licensed contractors.
Our façade grants cover structural, windows, painting, signage, awnings. We don't cover simple cleanings and we don't cover signage and painting alone, unless there's some structural work involved.
The grants are reviewed and approved by a committee in a monthly meeting that includes the owner. The committee scores the applications. Most receive 40% but some go down to the minimum, 25%, based on the score. The committee includes a historic preservationist (the chair currently), two construction management folks, and other citizens who have an interest in the downtown improvement and/or historic buildings.
We also have an upper story grant program, because we've identified 18 downtown historic buildings with empty upper stories. That has been slow going, with only four grants in nearly a decade so as of Jan. 1, 2019 we increased the grant from 25% to 40% of a project's cost, but with a cap of $250,000 for the grant. That may be working because already, since we announced this in late November, we have three owners who say they want to proceed with upper story restorations.

The Reedsport Main Street Program, a City of Reedsport program, annually administers the Business Improvement Grant, which was formerly the Fa?ade Improvement Grant. We offer a 50% match of up to $2,500 and what it looks like in our budget books is ?grant-URD? and ?grant-non URD.? Our Urban Renewal District budgets money toward the grant program each year, and for the non URD grant fund we receive contributions from other local organizations (the Port, the Chamber of Commerce?) We do unfortunately limit the number of businesses outside of the URD we can award the grant to by structuring it this way there always ends up being less funds in the non-URD budget, but for now we figure it is better than nothing!
Attached are the current guidelines and application as the Business Improvement Grant as well as the former guidelines and application as the Fa?ade Improvement Grant. (I just glanced over the applications and I?m pretty sure they?re about the same, but just in case you end up reading them more in depth and find any differences that could be of significance to you and the program Lebanon is working to build.)

Hello everyone!
The City of Lebanon is looking to change our incentive program for our downtown fa?ade improvement program. Currently we cover up to 6% of a loan on a project that will improve the fa?ade of a downtown business, this program has seen very little success. I would like to see us doing something more along the lines of small grants instead, but would like to see what other successful programs are already out there.
Any feedback with success or learning opportunities would be greatly appreciated as well as applications and guidelines that go with them so I am not reinventing the wheel!
