[OMS_MANAGERS] Quad street fair layout map wich allows for sidewalk use and storefront activation

We do quads too - this year we have to break them up on one block since
we're running our 5k through there but the rest of the event is the same if
you need more examples. We also license the whole street through OLCC so
that people can walk around with their beer etc. which gets on the pricey
side for fencing, but it does have the benefit of funneling everyone past
our "$10 suggested donation" booth at the 2 ends where we also can ID them.
