[OMS_MANAGERS] Policy on Document access

Hello-
Our Board is working on developing a Policy on who should have access to
what documents from our organization. While we value transparency, we are
not sure everything including daily memos, accounting records, etc should
be open to the public.

If you have such a policy you would share or some ideas on what direction
to take, we would welcome your sharing.
