[OMS_MANAGERS] Alberta Main Street is 2019 Great American Main Street award winner

The Estacada Main Street takes great pride and shares in the joy of our
newest Great American Main Street Award winner -- the Alberta Main Street.
It is a great example of neighborhoods that can retain their character,
support successful small business and draw residents and visitors. Oregon
City continues to be a source of pride as well, one of last year's GAMSA
recipients. It just makes us doubly proud.
