Yeah, this is an issue that comes up with all types of buildings.  Code updates can also be triggered by change of use or other issues.  In Independence we have commercial design standards that come into play if a remodel exceeds 60% of the building's assessed true cash value.

I recommend you ask someone about where the number is coming from.  I suspect that it is coming from the Building Code, there are specific provisions in the Oregon Building Code which deals with the cost of a building renovation and when the required upgrades kick in.

Hello All,

Here in Astoria we're looking at codes affecting the water front in our urban core. A proposal put to our planning commission includes a provision that would require historic property owners to fully bring a building up to code if they spend more than a certain percentage of value on a project.
Does anyone else have code like this?

Portland is the only town I know of that has a spending threshold that triggers a full code update.  I believe it is 25% of the building's value.

Does anyone else have code like this?
What percentage of value is your trigger threshold?
