I should say does a historic building that is a contributing building  i.e.
listed as one of the historic buildings to the nationally registered
historic district qualify?

Must the building be individually listed?  Does a building qualify if it is

Hi Evan,

Thanks for including me on this. I want to be sure it is noted that under
the definition of Substantial Improvement there is a caveat pertaining to
historic structures (circled in red below). There is also variation to the
"50%" requirement in local codes some communities have adopted higher
standards and reduced this percentage.
