How do you all manage the problem of Graffitti/Gang Tagging in your city?
 Do you have a system of assisting property owners in the removal of the
graffiti?

The law in our town requires the property owner to paint over/remove it
within the first 24-48hrs.  If they do not comply then they are given a
hefty fine.  Many feel, although it's not the intent of the law, that they
are being re-victimized.  Which is understandable.  So we're considering
putting together, hopefully in partnership with the City, a program to help
property owners, specifically but not restricted to (depending on City
participation) commercial properties on Main Street.
