In Washington, I lived in a tiny unincorporated community. The school required each student to do 10 hours of volunteer time from 7th grade up. The businesses and large employees provided paint and materials, and the sheriff's department provided supervision if necessary.

Cities often do have requirements to abate the graffiti within a fairly short window – but they often put together resources to assist – whether through an abatement team that will paint over the graffiti or on-line resources with methods to remove. Also, some partner with local businesses to provide a discount on supplies and materials. Getting this info together and sharing it would be a great role for a main street organization. The other thing I have seen our main street organizations do is more strategic based on what is being tagged. Often these are utility boxes. Klamath Falls Downtown Association did a great project to do artwork on their boxes downtown in partnership with the Audubon Society which has greatly minimized graffiti:

Thanks Steve - your response was helpful. :) And I agree with your recommendation that we involve both Law Enforcement and City officials. But not only to explain the intent but to join forces with us to create a program to assist affected property owners. Perhaps an approach that would aid in mitigating their feeling of being re-victimized.

What you might share with your stakeholders is tagging is a sign of territorial rights. The desire for quick removal assists in sending a clear message that this is not tolerated in our community. Our local Commercial Crimes unit has also asked us here in Tigard to report and photograph these tags. In most cases they recognize or have had interactions with the taggers. In extreme cases they have been able to use the law to arrest these individuals. The feeling of being “revictimized” is somewhat understandable but fine or no fine is leaving a tagged building the desire of the communities best interest? We have also experienced defacing of public owned fences, walls, underpasses etc….It would be mindful to stay on top of these areas adhering to the same timelines. We know for a fact here ODOT does not quickly respond because of their bandwith-In these cases our Public works department helps get the repainting done quickly.
I’d also be advocating getting the Local law enforcement and city officials involved and have them explain / assist with the understanding of the intent. We all desire crime free, clean and inviting downtowns I believe.

How do you all manage the problem of Graffitti/Gang Tagging in your city? Do you have a system of assisting property owners in the removal of the graffiti?
The law in our town requires the property owner to paint over/remove it within the first 24-48hrs. If they do not comply then they are given a hefty fine. Many feel, although it's not the intent of the law, that they are being re-victimized. Which is understandable. So we're considering putting together, hopefully in partnership with the City, a program to help property owners, specifically but not restricted to (depending on City participation) commercial properties on Main Street.
