Cities often do have requirements to abate the graffiti within a fairly short window – but they often put together resources to assist – whether through
an abatement team that will paint over the graffiti or on-line resources with methods to remove. Also, some partner with local businesses to provide a discount on supplies and materials. Getting this info together and sharing it would be a great role for a
main street organization. See the City of Salem’s website for an example:

The other thing I have seen our main street organizations do is more strategic based on what is being tagged. Often these are utility boxes. Klamath
Falls Downtown Association did a great project to do artwork on their boxes downtown in partnership with the Audubon Society which has greatly minimized graffiti:

How do you all manage the problem of Graffitti/Gang Tagging in your city? Do you have a system of assisting property owners in the removal of the graffiti?
The law in our town requires the property owner to paint over/remove it within the first 24-48hrs. If they do not comply then they are given a hefty fine. Many feel, although
it's not the intent of the law, that they are being re-victimized. Which is understandable. So we're considering putting together, hopefully in partnership with the City, a program to help property owners, specifically but not restricted to (depending on
City participation) commercial properties on Main Street.
