You are right that my statement on eligibility is not correct. The reality is as you indicated. We are seeing some movement out of Bandon as there are courses employing caddies that are open and we have guys going to where the jobs are. Because of their credentials working at the Dunes, they are being snapped up. Another reason we have created the fund.

But yes, the marketing does need to careful about what benefits are available.

I’m concerned about the statement, “Unfortunately, the 300 caddies at Bandon Dunes are considered independent contractors and are not eligible for most of these programs.” That is simply not accurate. ICs are eligible for expanded UI, and for both of the primary federal relief programs.

That said, those programs don’t normally support independent contractors so there’s some work remaining (particularly with UI) to adapt them for ICs. Making the issue even more frustrating are the  politicians that are telling everyone the funds are available and they’ll see the dollars immediately. But the programs have all been handed to the states or banks to actually deploy. At least in our region, our bakers and local governments are working their tails off and going above and beyond to get these funds on the ground ASAP. Just today, however, a state legislator informed locals that the UI component will be ready by the end of this week. According to the employment department, it will likely be next week before rhere is a reliable way for ICs to file a UI claim.

If you’re hearing that folks aren’t eligible for these programs, you’re getting bad information. If you’re hearing that it’s taking a long time to deploy the programs, I won’t disagree with that, and kudos to you all for finding a way to help in the interim!

Hi Harv – It sounds like a great effort to support the caddies! I would also double check on unemployment benefits for the caddies if they are independent contractors. It is my understanding that while independent contractors aren’t normally eligible for benefits, the rules have been relaxed so that independent contractors and gig workers are eligible. I miss all of the good stuff! Again, I have my Tuesday morning conflict. You will have to say Hello to Kathy for me and share that her Refresh work that she led in Bandon has resulted in a three year strategic plan that we just secured some funding for from the Ford Family Foundation.



The one new initiative that GBA will be launching on Monday is a Caddie Relief Fund. Many of you know that Bandon Dunes Golf Resort is closed for the duration of the virus. A lot of their employees are eligible for unemployment and other benefits that are being made available during this crisis.  Unfortunately, the 300 caddies at Bandon Dunes are considered independent contractors and are not eligible for most of these programs. And they have no tips from golfers coming in at the moment either, a big part of their income as well. Bandon Dunes is by far the largest employer in our area and it is essential that they be able to retain as many of these caddies as possible. We are going nationwide effort with this with the help of some of the marketing staff at the Dunes to secure some help for these people so they can pay their rent, purchase their food and take care of other necessities. In turn, its putting some money, most likely money from outside of Oregon, back into our economy.
