[OMS_MANAGERS] Halloween Events

I was ready to cancel, but one of the moms on our Promotions Committee said
she would bring her kids Downtown to trick-or-treat where she can see that
everyone is wearing masks and using gloves and tongs to hand out treats.
The alternative of sending her kids up to people's doors and not knowing if
the person opening the door will be taking safety precautions was scary to
her. We are going to survey business in August to gauge their thoughts and
won't make a final decision until mid September. We also thought we could
add trunk-or-treat to spread people out even more.
