Uh, the Coen Brothers wouldn’t track you down, but their agent might.

Easiest to pay for your rights. Unless it’s listed on the link Liz provided for public domain, you’re expected to license your flim even if it will be shown for free. License for free events are much cheaper… Think we were out $200 for Elf last Christmas.

Swank.com is easy to connect with and can license a good number of films.

I don’t know about movies, but that definitely is NOT  true for music covered by BMI or ASCAP publishing rights.  I’d be very surprised if your premise is correct for movies.  Not that the Coen brothers are going to track you down in The Dalles…

The Dalles Main Street didn't organize it.

You can contact Sunshine Mill for more details. They did it all on their own starting in late march.
So, if you contact them and promise to visit and buy some of their lovely wine, they may give you every single detail ;0)

I am pretty sure if you don't charge for something you don't have to pay royalties.
Everything we do as TD Main Street is a thank you gift (like NPR or OPB)
showing appreciation for donation(s)

So, if you don't "charge" a fee ..
...but instead let people in to the movies lot
as a "thank you" gift
for a suggested donation of x$ or more...
I think you might be good on the 0$ royalties facet

Here in The Dalles, The Sunshine Mill has been doing a lil drive in theater on the East Wall of their huge building
You could contact them to find out costs for set up and for how they set up the short range FM radio broadcast of the soundtrack.
