I think that’s awesome, and I’ve already contacted our Chamber director to see if they’ll sign on.
That said, I’m hoping maybe your contact can help set expectations accordingly. As I understand, neither OLCC nor the Joint Legislative Emergency Board have the authority to make this change unilaterally. In the absence of a special session of the legislature on the calendar, is this something that’s worth the lift if the pause will likely be over before it can be acted on?
By the way, I’d love to see this changed until COVID goes away anyway. I’m not suggesting we shouldn’t fight the fight, just making sure we’re not over-allocating resources based on an urgency that isn’t there.

I reached out to my Chamber president, who is a great lobbyist at the state level. She said we should send letters to the state reps ASAP demanding that they approve to-go cocktails starting with the new shutdown orders next Wednesday. I'll adapt the script from the IRAO page for us and send it out to you all soon. She encouraged us all to ask our chambers just for their logos to include in support, since they are all focused on lessening the overall restrictions.

It looks like Multnomah is 4 weeks but I don’t see restaurants not offering up take-out:
“The two-week “freeze” harkens back to many of the restrictions of the “stay home, save lives” order Brown issued in March. It will take effect on Wednesday, Nov. 18, and extend to at least Dec. 2. Restrictions under the new framework apply statewide, not just in counties with acute coronavirus spread. And the new restrictions will be in place in some parts of Oregon for more than two weeks. i'm hearing that portland metro is four weeks and is completely closed meaning NO take out. is that true? does anyone know if this is all metro counties?

Importance: High
Here’s a summary of the Two-Week Freeze announced by Governor Brown during the noon press conference. These new measures are intended to limit group activities and stop the rapid spread of COVID-19 across Oregon.
The Two-Week Freeze measures will be in effect from Nov. 18 through Dec. 2, statewide. These risk reduction measures are critical in limiting the spread of COVID-19, reducing risk in communities more vulnerable to serious illness and death, and helping conserve hospital capacity so that all Oregonians can continue to have access to quality care.
The Two-Week Freeze measures include:
Limiting social get-togethers (indoors and outdoors) to no more than six people, total, from no more than two households.
Limiting churches and other faith-based venues to a maximum of 25 people indoors or 50 people outdoors.
Limiting restaurants to take-out only.
Closing gyms and fitness organizations.
Closing indoor recreational facilities, museums, indoor entertainment activities, and indoor pools and sports courts.
Closing outdoor recreational facilities, zoos, gardens, aquariums, outdoor entertainment activities, and outdoor pools.
Limiting grocery stores and pharmacies to a maximum of 75% capacity and encouraging curbside pick up.
Limiting retail stores and retail malls (indoor and outdoor) to a maximum of 75% capacity and encouraging curbside pick up.
Closing venues (that host or facilitate indoor or outdoor events).
Requiring all businesses to mandate work-from-home to the greatest extent possible and closing offices to the public.
Prohibiting indoor visiting in long-term care facilities.
The Two-Week Freeze does not apply to or change current health and safety protocols for personal services (such as barber shops, hair salons, and non-medical massage therapy), congregate homeless sheltering, outdoor recreation and sports, youth programs, childcare, K-12 schools, K-12 sports currently allowed to operate, current Division 1 and professional athletics exemptions, and higher education — all of which can continue operating under previous guidance issued by the Oregon Health Authority.
For all other permitted activities listed above, the Oregon Health Authority will be issuing sector-specific guidance within the next week. Sectors without specific prohibitions or guidance must operate under general employer guidance.
I had originally scheduled time for both Central and South Central COVID response teams on Thursday to discuss revisions to the phased re-opening approach. If anyone has questions or would like me to schedule a meeting over the weekend or early next week, please just let me know. Otherwise, we’ll keep the time on Thursday.
