[OMS_MANAGERS] Update on Additional Business Funding through Business Oregon

Could we take the mad scramble out of it? Have all small businesses apply
over the course of 2 weeks. A lottery can be held for all eligible
applicants. Those that don’t win are automatically enrolled for the next
round - just have to update their application. Can we do this?
