[OMS_MANAGERS] Shared Parking / Residential

Good afternoon, everyone! Our Downtown Parking Committee is working through some concepts for residential parking in the downtown district, and I was hoping some of you might share best practices. 

 

Here’s a quick rundown of the current situation: The City issues residential passes which allow overnight parking in designated areas (not specific parking spots) within the district Overnight parking in the district is only allowed with this permit. This hasn’t been much of an issue because there isn’t enforcement after 5:00pm or on weekends, and because supply hasn’t been a problem. In a couple scenarios, we have allowed residential property OWNERS to purchase reserved spaces for their tenants. Again, by ordinance, even reserved spots are only in effect 8a-5p, but without enforcement it’s been a decent way for residents to reliably park close to their home in what are essentially exclusive spaces for that property. We’re starting to see the need to “release” some of these reserved spots after 5:00pm to accommodate parking for nearby restaurants, etc., and anticipate that need to become more pressing in the future. 

We are trying to balance the need to encourage residential density in our downtown by providing safe, convenient, reliable parking, and at the same time not necessarily reserving an exclusive space for every residential tenant who simply purchases a residential permit. We also want to make sure the model is equitable for properties who have plenty of shared parking nearby their property, and other, larger residential properties that don’t have “extra” shared parking nearby.
