[OMS_MANAGERS] update on OMS funding

Hi all - an update on the funding. $10 million is included in SB 5534 for the Oregon Main Street Revitalization Grant. It is in section 20 of the -2 amendment (pg 20 - attached and link https://olis.oregonlegislature.gov/liz/2021R1/Downloads/ProposedAmendment/21601).

It passed out of House and Means Committee last night but is still making its way on the floor.

Keep you updated when I have additional information to share.
