Please find the county movement week data attached. Please note that there are no changes of risk levels due to Adults In Custody (AIC) in the last two week period.
These changes will go into effect Friday March 12th.
There is also clarification of what the "buffer"/"grace period"/"2 week extension" means moving forward, effective this week. In order to give some relief from the toggle effect of a county moving from lower risk to a higher risk, for example, extreme to high to extreme every two weeks we are adding a 2 week grace period for all risk levels if a county has moved down and then goes right back up. This means if in the last movement week your county moved down a risk level (any risk level) and in the next movement week data you are to move back up a risk level, the county will be granted a 2 week grace period to assist in time to stabilized case counts and business open and close. There are two counties that this change impacts this week, highlighted in yellow below. The attachment does not articulate these changes well but I didn't want to delay getting this info to you any longer. We are working on the attachment to better reflect this next week.
A press release will be issued later today indicating that this is a movement week, clarifying the two week grace period and indicating that the following changes will go into effect on Friday, March 12th.

* Baker: Lower --> High
* Benton: Extreme --> High
* Crook: High --> Lower
* Curry: Moderate --> High
* Deschutes: High --> Moderate
* Harney: Moderate --> Lower
* Hood River: Moderate --> Lower
* Jackson: High --> High (qualifies for extreme risk but was moved down from extreme in the last movement period)
* Jefferson: Extreme --> High
* Josephine: Extreme --> High
* Klamath: High --> Moderate
* Lake: Moderate --> Lower
* Lane: High --> Moderate
* Malheur: Moderate --> Moderate (qualifies for high but was moved down from extreme in the last movement period)
* Morrow: Moderate --> Lower
* Multnomah: High --> Moderate
* Tillamook: Lower --> Moderate
* Yamhill: High --> Moderate
