[OMS_MANAGERS] Underground Utilities Question

Good morning everyone & happy Thanksgiving week,

I have kind of an oddball question that I was hoping someone might have
some insight on-

Gold Beach Main Street is currently spearheading the effort to underground
utility lines and poles on our Main Street (which is also an ODOT highway).
We are working to fundraise for the feasibility study right now (working
with URA, County, and Foundational grantors).

There are a few Oregon communities that have done work on this in recent
years, and we have spoken with some of them and gotten some rough cost
estimates, but what we're really hoping for some insight on now is how
undergrounding projects have improved economic development. Does anyone
have any metrics or resources on how updated infrastructure has spurred
economic development in your area? I know this will be harder to track
improvement-wise with the effects that the pandemic has had.
