[OMS_MANAGERS] Food Carts

Hello all,
We approved our first food cart pod here in Estacada. Going through the design review process with my board, they asked why the code only applies to the permanent structures and not the carts themselves. Do you have code or regulations in your downtown district related to food carts? If so, does it apply to the kind of design characteristics you would require for a brick-and-mortar building?
