Oregon Arts Commission's Arts Build Communities (ABC) Grant Program Now Open: The ABC grant program provides $5,000 matching support to arts and other community-based organizations for projects that address a local community problem, issue or need through an arts-based solution. This grant program supports projects that address local community need through arts-based projects. This program recognizes the role that the arts play in the broad cultural, social, educational, economic and tourism sectors of community life. Support is provided to arts and other community-based organizations to form local partnerships to strengthen communities through projects that connect the arts with local challenges, issues, needs and opportunities. The Federal DOT is now accepting applications for the Reconnecting Communities Pilot discretionary grant program. The $1 billion RCP Program was established under President Biden's Bipartisan Infrastructure Law in keeping with the Biden-Harris Administration's belief that the promise of our nation is that every American has an equal chance to get ahead. It is the first-ever Federal program to reconnect communities cut off from opportunities by transportation infrastructure, such as highways and rail lines, through solutions like high-quality public transportation, infrastructure removal, and community and main street revitalization. Eligible applicants include States, Local and Tribal governments, metropolitan planning organizations, nonprofit organizations, and transportation facility owners. The application submission deadline is Thursday, October 13, 2022 on grants.gov. The Oregon legislature allocated Business Oregon federal American Rescue Plan Act (ARPA) Coronavirus State Fiscal Recovery Funds for the purpose of supporting live event support industry service providers negatively impacted by the COVID-19 public health emergency. This Program will provide up to $10 million in grant assistance to qualifying applicants that have experienced financial hardships as an outcome of public health measures necessitated by the COVID-19 public health emergency.
Program Purpose
For the purposes of this Program, the "live event support industry" includes for profit businesses, nonprofits, sole proprietors, and independent contractors whose principal business activities result in 50% or more annual revenues derived from the provision of goods (rented or sold) or services for the production and execution of live events.
Financial hardships eligible for funding under this Program are restricted to loss of earned revenue, of no less than $10,000, from live event contracts, goods, or services in support of live events in Oregon. This shall be calculated in the online application as the difference between live event support industry revenue in calendar year 2019 less the service provider's live event support industry revenue in calendar year 2020. For the purposes of this Program, loss of earned revenue from tuition or teaching fees is not considered eligible.
Application Period & Process
To apply, applicants will need to create an account through the online application system, which will open at 12:00 pm on Tuesday, August 16, 2022. Applicants that operate multiple live event support businesses must submit one application per each eligible business. Please note that to submit multiple applications, you will need to create separate accounts using different email addresses. All applications must be received no later than 12:00 pm on Tuesday, August 30, 2022. Award decisions will be announced in September 2022.
Application Process Steps
* Applicant reviews application guidelines and supplemental information available on the Business Oregon website
* Applicant completes and submits application by 12 pm Tuesday, August 30.
* Business Oregon conducts a lottery of the applications and performs eligibility reviews per program guidelines (see below). Selected applications are moved forward for financial review
* Business Oregon requests financial documents from selected applications for financial review
* Selected lottery applicants upload requested financial documents; Business Oregon reviews submitted documents for financial eligibility per program guidelines (see below)
* Business Oregon notifies all applicants of final award decisions
* Business Oregon requests completed contract form for grant award.
* Business Oregon disburses program awards
Who Should Apply
The "live event support industry" includes for-profit businesses, nonprofits, sole proprietors, and independent contractors. Applicants who apply must be an authorized representative of the applying organization or independent contractor as applicable. Applicants will self-attest that in calendar year 2019, they earned 50% or more annual revenue derived from the provision of goods (rented or sold) or services for the production and execution of live events in Oregon. Applicants will be asked to select an eligible entity type based upon their principal business activities and may be asked to provide confirmation of live events they supported.

* Event Planners, Designers, and Talent Buyers
* Event Sound, Video, Lighting, Rigging, and Staging Providers
* Event Supply Rental Companies
* Event Catering Providers
* Event Scenic, Décor and Floral Vendors
* Theatrical Services and Equipment Rental Providers
* Specialty Entertainers such as DJs, MCs, Costumed Characters, Actors, Musicians, Musical Groups, Auctioneers, and other special event-specific talents
* Specialized Event Services and Vendors such as Event Security, VIP Toilets, Photobooths, Portable Gaming, Amusement Providers, and Event Transportation Providers, Ticket Agencies, etc.
* Wedding-Specific Services and Vendors such as Stylists and Makeup Artists, Photographers and Videographers, Planners and Coordinators, etc.
Program Awards
A lottery system will be used to select eligible applications and inform award determinations. All applications will be assigned a randomly generated 16-digit number upon submission. Applicants will be entered into a lottery pool based on their geographic location, as determined by their headquarters/domicile address, and prior COVID-19 relief funding. Program awards will generally range between $10,000 - $100,000. Awards from this Program shall not exceed the applicant's reported loss in revenue from live event support activities between 2019 and 2020 or $100,000 (whichever is less).

1. Upcoming Preservation Plan Meetings for southern Oregon, NE Oregon, and Oregon Coast
This summer and fall Oregon State Historic Preservation Office (SHPO) is asking Oregonians how Oregon's heritage is special to them in a series of 90-minute virtual public meetings and an online survey to direct state-wide preservation goals for the 2024-2029 Oregon Preservation Plan. The SHPO is an office of Oregon Heritage.
Meetings will focus on a specific region or topic, but all are welcome to attend one or more of the meetings. At the regional meetings participants will identify what issues matter most, how to best preserve the state's history, and what government agencies, cultural institutions, and each Oregonian can do. Topic-based meetings will discuss how the heritage community can better address diversity, equity, and inclusion in cultural resource programs, disaster preparedness and response, and planning for cultural resources in development and infrastructure projects. The meetings will be held Wednesday evenings from 6:30 to 8:00, June through September by Zoom video and teleconference.

The intent of the Standards is to assist the long-term preservation of a property's significance through the preservation of historic materials and features. The Standards pertain to historic buildings of all materials, construction types, sizes, and occupancy and encompass the exterior and interior of the buildings. Initially developed by the Secretary of the Interior to determine the appropriateness of proposed project work on registered properties, they are used by local jurisdictions, the State, and federal government. Projects submitted for the Oregon Main Street Revitalization Grant must be consistent with the SOI standards.
