We are excited to welcome Rachel Thomas to our Oregon Heritage Outreach Team! Rachel will be assisting me with coordination and delivery of services to our Main Street Network among other duties. She will be the primary point of contact for quarterly and annual reporting and will also be taking over the Excellence on Main awards. Rachel's previous position was as archivist with George Fox University and as an Adjunct Professor of History. She serves as the board president of the Newberg Area Historic Society where she became familiar with the main street program. She has a Master of Arts in Early American and United States History from William and Mary and a Bachelor of Arts from the University of Puget Sound.

LOC Releases New Guide on Persons Experiencing Homelessness in Public Spaces
As the homelessness crisis intensifies, and the legal parameters around how a city manages its public property contract, cities need guidance on how they can regulate their property in a way that respects each of its community members, complies with all legal principles, and protects its public investments.  A collective of municipal attorneys from across the state of Oregon convened a work group to create the LOC's Guide to Persons Experiencing Homelessness in Public Spaces<https://www.orcities.org/download_file/view/2308/1357>, which is intended to do two things: (1) explain the legal principles involved in regulating public property in light of recent court decisions and statutory enactments; and (2) provide a checklist of issues/questions cities should review before enacting or amending any ordinances that may impact how their public property is managed.
This new guide is one small piece of the puzzle cities should consider when addressing the homelessness crisis in their community.
