[OMS_MANAGERS] Advice on Construction Project Partnership with City`

Hi OMS Managers!

I'm Sam, the Executive Director of Main Street Mosier. I haven't been super
active in the email group, but I'd like to start attending the OMS
Round-ups at least once a month. :)

Anyway, I'm wondering if anyone has successfully (or unsuccessfully)
managed a construction project on city property. Our Design committee is
really dedicated to building a skatepark and the city is on board with a
specific site in mind. There's a lot of good energy to make it happen,
however our board is concerned about the scale of the project for a
non-profit org of our size. This will cost upwards of $200K and we
typically we operate on a 15-20K annual budget. There are concerns about
insurance, liability, fundraising, etc.

I'd love to talk specifics with anyone who has done or attempted a similar
scale public building project; what was the project plan like? What was the
arrangement with the city? How were funds collected and managed? Any
insight is greatly appreciated by our Design team.
