Eli:

Yes, you can have too many people sitting on a governing board. We have
11-13 people on our board and usually we have one or two folks missing at
most meetings due to conflicting schedules. We have 12 elected people who
have 3 year terms; however, we have staggered them so each year the most we
usually have on the ballot is 4 people unless we have a vacancy due to a
resignation of one of our members. The City of La Grande also has one
person on the board. which makes our 13th member.
