[OMS_MANAGERS] Downtown Sign Ordinance

Hello all,

We received a request from one of our downtown businesses to change our
current sign ordinance. The requested change is to allow signs to be
displayed in the public right-of-way as long as they are not blocking
pedestrian traffic on sidewalks. We are looking for any additional criteria
that cities may have on signs in downtown areas that we could also include
in this revised code. If there is any insight your jurisdiction or
organization can provide that would be greatly appreciated!
