[OMS_MANAGERS] Revitalization Grant Rubric

Lise's rubric is great! The only thing I would add is a section on the
ability for the property owner and/or the Main Street organization to
complete the project. Capacity has been an issue for us in the past so
we've chosen different projects that might not be the #1 on everything
else, but are doable for us at our current capacity. Does that make sense?
