Anyone doing business in Oregon under a name other than their own must register their business with the Secretary of State's office. There are number of occupations that require licensing by the state: doctors, dentists, psychologists, counselors, nurses, message therapists, architects, engineers, barbers, beauticians, cosmologists, estheticians, landscape architects, construction contractors, landscape contractors, tattoo artist, funeral homes, and many more.
Business Oregon has a Business Start-up page<https://www.oregon.gov/biz/programs/homeareas/byboregon/Pages/startup-and-planning.aspx> you may wish to bookmark. There, you will find a Oregon Start a Business Guide (in English and Spanish). Within it is a link to the "find a state license" page<https://apps.oregon.gov/SOS/LicenseDirectory/>. Unfortunately there is not a comprehensive list available, but you can search by key words.
In you noted the need for a county Health Department license for food. Many food businesses, even grocery stores and bakeries, need a license from the Or Dept of Agriculture.

While we all are aware of the need for many Downtown businesses to have OLCC licenses, I ran into a statewide licensing requirement today that I was blissfully unaware of. There are nursery licenses required to sell plants. In fact, Urban Ag Supply in Downtown Albany holds five different state licenses and that doesn't include one more they would need to grow house plants. And yes an inspector has dropped in their shop.
I like to be informed when I meet with budding entrepreneurs. Licensing isn't usually a big topic in my welcome conversation. Albany has a very low threshold for entry into becoming a brick and motor business with no city licenses, except for those dealing with hazardous materials. New businesses generally contend with "change of use" and other building and planning department requirements. Sometimes fire code egress and sprinklers are a conversation. Of course with food, the county health department comes into play.
What other Downtown business types are you aware of that might need a state license?
