[OMS_MANAGERS] Info request

Hi all - does anyone have examples of the following:

  *   financial support your local government provides to business, e.g., funding for window replacement due to vandalism, sidewalk repair, waiving system development charges, etc.?
  *   an ordinance or other tool to require a vote or evaluation of proposed franchises within city limits.

I have inquiries from a couple communities looking for examples of each of those items.
