Some cities prohibit employees (and owners) from customer parking areas, and join that with providing free employee/owner parking nearby. That means they collect license plate numbers of employer/employees and give warnings/tickets if they're parked in customer spaces.
So, it's really dependent on resources (enforcement etc.) and how many hard conversations you're willing to have with business owners. I find hard conversations to be more productive than flyers.
The other thing you can do to help customers is review your signage and wayfinding to make sure people entering the area know where to easily find parking. Most people are willing to walk a block, two, three or four if they can park easily and have an attractive destination/store they want to go to.

Wondering if anyone has a suggestion about how to encourage business owners to park in free public parking lots (a block or two away from their business) instead of street parking (directly in front of their business)? We are running into an issue where customers are not finding parking directly in front of the businesses on our main street, so some business owners are concerned about losing quick drop-in customers.
We have thought about creating a flyer along the lines of "Be kind to your customers - leave the street parking for them". We also have a map created for the business owners which highlights all of the free parking lots available. Any thoughts or ideas would be very helpful.
