I misspoke to you on HB 5531, rather its SB 5531, the Lottery Bond capital funds. Today presented the second day to testify on this bill that allocates capital funds generated by Lottery Bonds and which includes authorization of $10,000,000 for the Main Street Revitalization grant program among many other programs and projects.
Today's testimony was all on-line with invitations for those testifying to describe the individual projects they hope can be supported with these funds. Again, many City, County and special district folks testified to the needs their individual projects would support. And again no testimony from them or anyone else on the Main Street Revitalization grant.
It is clear that there is not sufficient dollars currently in this bill to come close to supporting all of the projects that were testified about over two days of hearings.
The next step will be for the committee to mark up the bill and consider any amendments to the bill itself. With that done, the committee will schedule a work session on the bill and/or amended version that would be like SB 5531-1. That could lead to either passage or still more amendments like -2 or -3 and another work session. Frankly with the session winding down a bit, I would not expect many more amendments beyond a -1 bill. From the Capital Construction Committee, it moves to full Ways and Means which most likely will make no changes to Capital Constructions work and then to the floor with again most likely no changes. Thus I expect our opportunity for public testimony may have passed unless there is an amended bill.
I will give you a heads up should we see an amended bill and an opportunity to testify, especially if the Main Street Revitalization grant is modified or dropped.

Section 10 (1) of that bill includes funding for the Oregon Main Street Revitalization Grant. The legislature has a public hearing for scheduled for this bill on Friday.
