OMS Updates:
Public Comment Opportunity: Special Assessment of Historic Properties OAR
The Oregon Legislature is considering House Bill 3190, which reauthorizes the program as a 10-year benefit for commercial, income-producing historic properties. In anticipation of its passage, OPRD is preparing draft rules to guide program administration, addressing areas not explicitly covered in statute to ensure the rules are in place before the application period opens on November 1, 2025. The current draft is based on the text of HB 3190 as of May 9, 2025, and may be updated if the bill is amended.
OPRD is seeking public comments by June 6, 2025. Please submit comments through an OPRD web form at https://form.jotform.com/251316737186158.   Feedback will inform revisions to the draft rule presented to the Oregon Parks and Recreation Commission at its June 18th meeting. If the Commission chooses to begin the rulemaking process, the agency will open an official public comment period.

Summertime Mornings on Main calls move to bimonthly occurrences rather than each week. We will host these on the first and third Thursdays of each month with two exceptions: June 19th (State Holiday; no call); July 17th (Statewide Network Meeting; no call). This link will be active and available through September 4th, 2025. After September 4th, we will switch back to weekly meetings. "The Thriving Entrepreneurs Grant provides an open, responsive grantmaking opportunity that offers organizations flexible funding, with prioritized support for those organizations that serve entrepreneurs who are women, people of color, living in under-resourced rural communities, or working in under-resourced sectors such as consumer products. Funding is not available for individuals; OCF makes grants to eligible organizations only."

OCF offers both grants and donor advised funds. If you haven't already created a profile for your Main Street Organization with OCF, take advantage of this tool. It allows fund advisers to directly connect your organization with donors who have specific intentions and interests. This tool can allow you to access funders, funds, & grants, sometimes without application even required.

Often, landscapes and the curated grounds surrounding a structure are equally as significant and contribute to the historic integrity of the site. Join Joy Sears, Oregon State Historic Preservation Office's Restoration Specialist to explore maintaining these landscape features, hardscaping, and grounds that support and contribute to historical context.
