[OMS_MANAGERS] SNAP/WIC update & food resources from today’s call (Oregon)

Hi All!

Sharing quick notes from today’s SNAP update call so you can pass along to
partners and community members:
Key timeline updates

   -

   *SNAP benefits:* Will *continue through October*. *November benefits
   will not be funded* unless the federal shutdown ends by *October 31 at
   11:59 PM*.
   -

   *WIC:* *Funded through November.*
   -

   *School Meals:* *Unaffected* and will continue as normal.
   -

   *Post-Oct 31:* ODHS will share *new SNAP rules* after Oct. 31 (see links
   below for updates).
   -

   *HDS operations:* HDS will *continue operating as normal* even if
   funding is paused.

Policy & eligibility notes

   -

   *HR-1 changes:* New federal rules will cause *whole communities of
   refugees and immigrants to lose benefits*.
   -

   *Time-limits/work requirements:* Individuals *63 and younger* may
   receive *3 months of SNAP* before *work requirements* apply (see ODHS
   link below for details).
   -

   *Children:* *No changes* to SNAP benefits for children. *Mixed-status
   households* should continue to apply/participate.

What to do now

   -

   *Keep reporting:* All current funds in individual *EBT/SNAP accounts
   remain available*; *EBT cards will keep working.* Continue
fulfilling *reporting
   requirements* during the shutdown to minimize disruption.
   -

   *If a resolution passes in November:* *Full November benefits will be
   issued*, even if the resolution passes mid-month.
