[OMS_MANAGERS] Information on Economic Improvement Districts (EID)

Annie Jenkins of Downtown Medford Association just did an incredible job of
getting an EID plan adopted last month! I will let her speak to it (time
limitations permitting) but in the meantime, here is the information from
