me!). The local government must develop and adopt an ordinance authorizing the EID. This is a two-step process. The first is a reading of the ordinance. The second step is to give a time period for remonstrance (property owners say they
<strong><span style="font-family:"Tahoma","sans-serif"">don't </span></strong>support the EID) before the adoption of the ordinance. If 33% or more "remonstrate" then the ordinance doesn't pass. With a voluntary system, property owners that formally opposed
the EID are not obligated to pay the assessment. With the involuntary, if the ordinance passes, they are required to pay.<o:p></o:p></span></p>
