I know in my mind it makes no sense to make it voluntary but if that is the only way to get it to pass that would be an alternative. I will be giving the City Council an EID 101 and I need to relay the info that an EID can be either voluntary or involuntary. I would like to be able to answer the question (if they ask) of those that exist how many are voluntary?
